FSSAI 2026 Amendment Regulations FAQ
What are the key reforms introduced in 2026?
- Perpetual validity of FSSAI Licenses and Registrations.
- Deemed registration for street food vendors under the Street Vendors Act, 2014.
- Implementation of a risk-based inspection framework.
- Revised turnover thresholds for categorization.
What are the new turnover thresholds (Effective April 1, 2026)?
| Category | Turnover Threshold |
|---|---|
| Registration | Up to 1.5 crore |
| State License | Above 1.5 crore and up to 50 crore |
| Central License | Above 50 crore |
*Effective for all new applications starting 01.04.2026. Existing FBOs will have time to migrate via FoSCoS.
What is "Perpetual Validity"?
This means your license or registration remains valid indefinitely unless it is suspended, cancelled, or surrendered. You no longer need to worry about renewal applications! However, you must continue to comply with all hygiene and safety standards.
Will my fees be adjusted if my category changes?
Yes! If you held a State License but are now eligible for Registration due to the new thresholds, the fee paid for the license will be adjusted against the annual registration fee.
Benefits for Street Food Vendors
Street vendors, food carts, and trucks registered under the Street Vendors Act, 2014, are now deemed registered under the FSS Act, 2006. This removes the burden of dual registration and dual fees.
Will my license number change during migration?
No. Your license number will remain the same during migration. Furthermore, the migration process is handled automatically by the system backend based on your self-declaration—no manual approval from authorities is required.
How does Risk-Based Inspection benefit me?
The system uses your compliance history and third-party audits to determine inspection frequency. If your business is consistently compliant, the frequency of physical inspections will be reduced.
Is safety compromised for high-risk foods (Meat, Dairy, etc.)?
No. Even if a business moves to the "Registration" category due to turnover changes, there is no compromise on safety. Manufacturers of dairy, meat, infant food, and packaged water must still strictly follow all hygiene, safety, and testing requirements.
Role of the State Government
Under these reforms, over 98% of Food Businesses will now fall under the jurisdiction of the State Government for monitoring, inspection, and quality control.
