What is a Labour License?
In Karnataka, the "Labour License" is your registration under the Karnataka Shops and Commercial Establishments Act, 1961, issued by the Department of Labour through the e-Karmika portal.
- Legal proof your business exists. Banks ask for it to open a current account, and landlords, clients and payment gateways often do too.
- Protects you in inspections. Labour inspectors check it along with your name board and employee records.
- Needed even with no staff. Every shop and commercial establishment must register, including one-person businesses.
- Filed online. The application, fee and certificate are all digital from 2026.

What changed in Karnataka's Shops Act in 2026
The Karnataka Shops and Commercial Establishments (Amendment) Act, 2026 is now in force. Here's what it means for your business.
No more renewals
Your registration stays valid until your business closes. The old 5-year renewal is gone.

If the Labour Inspector doesn't reply within 7 days, your business is treated as registered (earlier 30 days).
Fines, not jail
Not registering now means a fine of up to ₹50,000, instead of imprisonment.

How much does a Labour License cost in Bengaluru?
₹5,300 with Raj Registry for businesses with up to 9 employees. It's a one-time cost, because registrations no longer need renewal. For 10 or more employees, message us for a quote.
Do I need to renew my Labour License?
No. Since the Karnataka Shops and Commercial Establishments (Amendment) Act, 2026 came into force on 4 September 2026, a registration stays valid until the business closes.
Do I need a Labour License if I have no employees?
Yes. Every shop and commercial establishment in Karnataka must register, including businesses run by the owner alone.
What is the penalty for not registering?
A fine of up to ₹50,000 under the 2026 amendment. Register within 30 days of starting your business to avoid it.
How long does it take?

Is a Labour License the same as a trade licence?
